ALCOHOL, TOBACCO, DRUG,

AND SUBSTANCE ABUSE PROGRAM

 

 

The Catahoula Parish School Board requires a comprehensive alcohol, tobacco, drug, and substance abuse prevention education program be incorporated into every school of the parish that shall include grade appropriate programs on the education, prevention, and counseling of alcohol, tobacco, drug, and substance abuse.  This program shall convey to students that the use of illicit drugs and the unlawful possession and use of alcohol is wrong and harmful.  The substance abuse prevention program shall also work to help students to increase self-confidence and self-esteem in a supportive atmosphere, to realistically define personal and academic goals, to develop strategies to carry out these goals, to develop new behaviors in coping with peer pressure, and to learn strategies for improving adult relationships.

 

The student educational program shall include as follows:

 

  1. Each year, a minimum of sixteen (16) contact hours of drug education for all students grades K-9, and a minimum of eight (8) contact hours of drug education for all students in grades 10-12.
     

  2. An explanation of the Board's policy of maintaining a drug/alcohol free school environment.
     

  3. An explanation of the penalties that shall be imposed upon the student for any drug/alcohol violations occurring on any school grounds or at any school activities held after school and/or any school sponsored trips.

 

When a student is suspected of having a drug/alcohol use problem and is reported to the principal or the Substance Abuse Prevention Team, the following action may be taken:

 

  1. Investigate the problem.
     

  2. Confront the individual/parent/guardian.
       

  3. Make recommendations for helping the student.

The Child Welfare and Attendance Supervisor and School Nurse shall investigate, research, and report on all instances or reports of possession of controlled dangerous substances or alcoholic beverages.   The committee or team shall adequately report their findings in writing and make appropriate recommendations for treatment, counseling, or other appropriate action to the principal.

 

DRUG FREE ZONES

 

It is unlawful for anyone to use, distribute, be under the influence of, manufacture or possess any controlled substances as defined by statute on or around school property or an area within 2,000 feet of any property used for school purposes by any school, or on a school bus.  These areas shall be designated as Drug Free Zones.  The School Board, in cooperation with local governmental agencies, and the Louisiana Department of Education, shall designate and mark Drug Free Zones which surround all schools and school property.

 

Any person having reasonable cause to believe that a student possesses a controlled dangerous substance or an alcoholic beverage on a school campus shall report such fact to the principal of the school or to the Child Welfare and Attendance Supervisor and School Nurse on the report form prepared by the Department of Education or on a substantially similar form.  If the report is made to the principal he/she shall forward it to the Child Welfare and Attendance Supervisor and School Nurse.

 

Any teacher or school personnel having factual knowledge that a student has manufactured, distributed, or possesses with intent to distribute, a controlled dangerous substance shall report such to the principal of the school, who in turn, shall report any such incident to the appropriate law enforcement agency.  The report shall be written and shall include the name of the persons making the report, the name of the student suspected of committing the act so reported, and the specific incident which caused the reporting person to believe the act has occurred.

 

The identity of the reporting person shall not be disclosed except when state or federal law so requires.
